Pig Ganon had no personality whatsoever.

Ganondorf however, was given a massive backstory, and even reasoning for his actions in WW. Showing his hatred for the green fields of Hyrule, and his hatred of the goddesses for the cruel storms that struck the gerudo desert, it was even verging on the brink of evoking sympathy for him, and Giving him for more personality in his pinky than Classic Ganon had in his entire body.

I doubt Sakurai would include Classic Ganon anyway, perhaps as a homage through Ganondorf's FS.

Ganon's Dark transformation is at no point to be considered an "homage". Sheik's an homage, Ganon's an important part of Ganondorf.

No, if TP Ganon were to transform into the classic Ganon, it would be a homage to the classic Ganon, because TP Ganon didn't actually transform into that game.
