Cheat code to select Target Test stages on VS mode not working

So i have been introduced to custom melee stages and have tried to load these stages with a gecko code but for me it doesn't work.

28480686 FF00000B
00480687 00000030
E2000001 00000000

the purpose of the code is to replace Hyule Temple with Peach's Target Test stage but all it does is replace every stage with peach's target test.

if you know how to fix this please leave a message thanks in advance
