Cheap Capture Cards for Streaming Ultimate

So, here's the situation:

I'm at a residential high school (so we live there) and I'm the president of the school's smash club. Several of us are very serious about the game and I truly believe we have some good players. We'd all like to take our club's experience to the next level. Part of this is rewatching and analyzing tournament matches. For that, we'd like to get a stream setup with a capture card. The problem is that we're all super dummy broke because we spent all our money on buying Switches in December. We do get a club budget though, which we haven't touched yet. I'm pushing for the school to give us 150$ so I can get an Elgato HD60s, but it's likely we won't get more than 100$. Does anyone know any decent capture cards around this price? Since we're going to be playing competitive matches on this setup, low latency and 60fps recording are priorities. 1080p is not as important, but it would be nice. If you have any recommendations, it would be nice if you could provide a link to a video test of the card so I can see what kind of quality I'll be getting.
