What are the exact requirements to have Celebi in a pokeball? Every website I have found gives different criterion. I have thrown 6 mews and not a single celebi has appeared.

Pretty sure it's unlock every character, stage and other unlockable, then you've got a 1 in 251 chance. Your best bet might just be replaying the 'legendary pokemon' event match, since only legendaries come out of em there.
