Can someone make CF with knee that always hits the electric hit? And lower the power a bit.

In the most broadest perspective, you're ordering someone to make a PSA change for you.

Since when is ordering a form of helping?

Plus there are many topics you can head to to ask simple questions like these.

This isn't a request forum as it is a Workshop forum, one of which is to learn about doing your own PSA work

Someone might've already made that in the PSA Character Submission Topic v2, or you can refer to the Welcome Wagon/Directory for more help concerning PSA.
