Brawl minus question

I'm very sorry if thread is unnecessary and please lock it if it is. But I was just scanning the front page of this forum and saw nothing on Brawl-

So can somebody explain to me what this hack is supposed to be about? I think I heard somewhere that the intentions of it is to just make every character ultra-broken but balanced at the same time, is that it? (That would be sweet =] )

Break everyone until nobody's broken. That way, everybody's as overpowered as everyone else, and therefore nobody is actually broken. ^^
