Well, in theory the easiest is fox or Charizard(with his rock smash), but I found Snake to be pretty good at boss battles, and he is the only character I've managed to do intense and beat tabuu with some ease

MK is really good at it, I did it extremely easy to rack up damage, and his multiple jumps helps.
