Best program to hack and create brawl stages?

I downloaded some hacked custom stages and now I really want to make / edit stages on my own.

For example, I played a hacked stage where Mario Circuit was turned into a touring stage, where a platform would fly around and stop at random locations around normally inaccessible places.
What program is best for creating stages like these? Also, are there good tutorials you can recommend?

Edit: OK, I found out that BrawlBox is the best. Thanks for no help everyone.
