In competitve play, yes. But, however the Miis must be generic, medium-sized with customs set to 1111. Mii representation are very slim

Mii legality varies depending on your region.
Some regions outright ban them.
Some impose them to use 1111 sets.
Some allow any move on them.
None should allow any move+size though, small Brawler is ridiculous.
