Anyway to merge two gameconfig.txt files together?

I'm trying to use the PM 3.6 Stage Expansion with the Waluigi character mod pack. The problem is that both of these PM builds come with their own gameconfig.txt files, so I can't use both on one pack without having both of these files merged together somehow. How do I do this?
