Honestly max level amiibos are already stronger than lv 9 bots.

They say the amiibos learn from how you play but you can level up an amiibo by starting a one hour match against a level 1 amiibo and not moving, the amiibo won't move either, but will still level up. And eventually, when they get to level 50, even if they didn't learn anything, they'll be very capable fighters when you decide to finally fight them. So they do have minimum skill and adapt to your playstyle.

If you want to level several amiibos (that's what I did to level them up faster), you can train them by making them fight each other.

Don't just let them level up. If you just focus on leveling them up then they'll just be level 8s with stat bonuses, but not an actually skilled opponent.
Here's some links you'll want to read.

https://amiibodojo.com/2017/06/16/ssb4-amiibo-zelda/ (this will tell you specifically how Zelda tends to learn)
https://amiibodoctor.wordpress.com/...-unnecessary-guide-to-amiibo-training-on-3ds/ (if you're familiar with amiibo then this will tell you kinda how it differs from normal training)
https://amiibodojo.com/ssb4-amiibo-metagame/ (this website is more about the amiibo vs. amiibo metagame, but it has some useful info too)
https://amiibodoctor.wordpress.com/2018/07/21/did-you-know-amiibo-taunt-based-on-their-level/ (this one explains why the level of your amiibo doesn't matter one bit)

If you want your amiibo to fight other amiibo then consider applying stat bonuses and changing their custom move layout. If you just want a training partner then don't.

In my experience, Zelda is not a very well-programmed amiibo. She'll jump around a lot no matter what you do, so don't jump around hardly ever when you train her. You should also play as Zelda when you train Zelda, otherwise she'll end up not being very good. Also NEVER train an amiibo using built-in CPUs. That's a really, really bad idea.

If you have questions just let me know, I'll tell you what I know and if I don't know something I can try to find it.
