Shadow Mewtwo is the absolute definition of Glass Cannon. Lowest HP in the game at 480, and all of his Poke moves use up his HP. In return, he has immense power (and an unintentional infinite on block that will likely get patched out.)
It's less of a punishment for spam than it is a balancer. The HP lost isn't THAT much, and he can use Recover.
