A Quick Ness Question

I'm trying to figure out how much damage a PK Flash charged as little as possible does damage wise, and how much JUST being hit by the initial shot of PK Fire does.

I'm trying to do a study for Oil Panic for a guide on Mr. Game and Watch. Any help here would be appreciated. I've been trying to find it via google and SWF but just can't seem to figure it out. My gamecube is being borrowed at the moment so I can't just test it either (bad luck eh?)
