A little help

I'm a bit new to this PSA thing but I'm searching for a thread on how to install the PAC files correctly so it changes the characters' movesets to what I'm wanting to play around with. At first I thought all I had to do was install the PAC files just like any texture PAC, but it didn't work. If anyone could either tell me how I get this to work or direct me to a thread on how to do this, I'd appreciate it. Thanks.
