No offense but I think there's pretty much no basis to believe this. Just because we got a double reveal once doesn't mean it was gonna happen this year and from what we've seen, the DLC cycle was never really slowed down during the pandemic

This would imply Kazuya mainly appealed to one side of the hemisphere though, when Tekken is pretty much popular worldwide. I don't know what line of thought people have behind this logic other than "he ain't who I wanted".
