Probably Jigglypuff due to how limited the Smash 64 roster was and how seemingly random of a choice it felt from all the 151 Gen 1 Pokemon they could have chosen. If it didn't happen to be a gag in the anime at the time and Kirby's assets weren't so reusable for a character of its proportions, who knows if it'd be among the og characters of the franchise.
