Alex was added pretty late into Minecraft's lifetime, during the 1.8 update. (1.9 was when the game started going downhill) Everyone was already so familiar with Steve as the default model, that most didn't pay any attention to her existence, especially since people also already had their own skins anyway. So the only people who really used Alex were brand new players.
