Hot take: a lot of the Original 8 weren't even essential Nintendo characters at the time. I'm not complaining about their inclusion (in fact I'm pretty happy they're in), but had Fox or Yoshi not been in Smash 64 not many people would've been begging and crying for them to get in at that point in time.

Wario Wario Wario Wario Wario Wario honestly Fox and Yoshi were essential Nintendo characters at that time. Star Fox was at it's peak in popularity while Yoshi was a important and very popular cast member of the Mario cast at the time.

Out of the Original 8 at the time I would say Kirby was the only one that really wasn't essential at the time. Kirby wasn't really big in the 90s and it didn't become that popular outside of Japan until after Smash.

Literally out of everyone in the original secret characters I would cut Jigglypuff if anybody. I would replace her with Mewtwo for Smash 64. Besides that, the rest of the Smash 64 roster can stay the same in my eyes.
