To put in short, I think she is unlikely. She will probably get Assist treatment like Shovel Knight. I have been keeping a close, but far eye on the series ever since I saw her games featured in a physical Nintendo Power issue. Her lack of a legacy prior to Risky's Revenge makes me think Sakurai will not seriously consider her at all. I don't think Western indies in particular are happening anytime soon. Western third-parties are much more likely to happen IMO.

Shantae is number 1. on most likely indie fighters. Since she has SO MUCH love I wouldn't be surprised if she got the fighter treatment instead of Shovel Knight. Then I don't know what is. *I'm also surprised sans my boy actually got 14th place.*

I am of the opinion that the ballot dedication alone will not greatly help any newcomer's chances. It will certainly help her get considered, but I don't think the ballot will help her beyond that when it comes to merits and gaming history.

Does it really mean anything if she ranked higher than Skull Kid in that? That was just another fan poll, and Skull Kid is a huge bandwagon that started with the August Direct.
