Presumably for spamming in threads that treat kindly to that. He made his ban permanent by visiting groups while he was still banned despite being told not to.

While it technically is, it is incredibly unlikely that he will be unbanned in the near future. A moderator stated that his repeated offenses even after his ban reduced his changes of being unbanned to next to nothing,
