I really want a character where they get less attack/movement options as their percent gets higher due to losing valuable pieces of their character. Not really the "lose the mech, run around with a smaller weapon and limited moveset" idea people throw around with Eggman or D.Va, but like, say a character loses their left leg and now they move slower, cannot use their down tilt and has a weaker down air, and are susceptible to tripping like in Brawl. By the end of their stock (around 120% or so) they'd have the movement of Sandbag in SSF2, the range worse than Jigglypuff's, and can't jump (or has a very, very low jump). To make up for it though, they would have an incredible advantage state without the nerfs.
