By the time the opponent buffers an option i'm pretty sure the bomb at the ledge is still not close to exploding. Maybe a really laggy ledge attack, i'm not sure. Jumping negates the bomb at the ledge. From your steps I see you mention soft throwing a bomb towards the stage to cover ledge roll...
