In the original he was really just a one-shot villain. The 80's cartoon probably read only that part. And he sucks. He's like Starscream. At least in the 2003 version there are others.

Most of the infinites can be broken by Mega Crash and proper reactions. I mean seriously, Joe's Vrang infinite is only useable when enemy is full screen and if the first hit is guaranteed to hit.
