    Meta Knight has 2 horrible problems.

    A few buffs in the right place would make a massive difference to the character. I'd increase the range on his down-air so it's a reliable defensive tool, possibly on the back air as well, and up the damage on his forward air (which does only 6% damage for all 3 hits - normally forward air...

    Good secondarys for Meta Knight?

    I have Meta Knight as a secondary with Samus to cover her weaknesses. If you are looking for a top tier though, Olimar is also a pretty good choice, since he has a great recovery and defensive / reads based playstyle like Meta Knight's, as well as fast/powerful aerials.
