(For Wii U) Every character listed atm, with the exception of Shulk, can be argued as low tier. Some are blatantly worse than the other low tiers, but tis life. Shulk is high mid tier, on par with Megaman, Pac, Greninja, Pit, and some other very solid characters. Some may even debate lower end...
