A lot of these buffs seem like way overkill. Have you taken a look at safety on shield for these moves? DA, D-tilt, N-air, F-air and B-air all strike me as ridiculous given their safety on shield and utility as-is. Having a B-air that already kills a character like Mario at 70% near the ledge...

Ganon is bottom tier without little doubt, simply because his strengths are far less effective against the top tiers. Having lots of power doesn't matter as much when a lot of opponents can literally drift faster than he can run and reset to the ledge. Ganon's scary, and has some passable top...

You're in Ganon discord now I assume, but the answer to your second question is yes -- the tier list is open to anyone, just follow the submission rules in order to be evaluated (either post videos of your gameplay against opponents near your skill level, or play an evaluator).
