The OP has a voice suggestion which I agree with; the voice that counts down in Rhythm Heaven Fever. The same voice also instructs the Tall Tappers in Tap Troupe* so it would make sense. *According to the gift you get when you complete Tap Troupe the actual trainer of the Tall Tappers is Space...

Karate Joe from Rhythm Heaven could replace Ryu. They are both pretty basic fighters and have iconic projectile attacks. The only character I think can replace Pacman is Keeby, who is basically Kirby but yellow.

Yeah, it probably is. The European page says it is compatible with all the games shown on the American site except for Smash Bros.. It shows Mario Party 10 instead.
