Actually certain moves ARE UNPUNISHABLE ON SHIELD WITHOUT A PARRY. There's so much shield stun that you'll never be able to punish a move. If his Up B isn't able to get SDI'd that's pretty huge. That and the hammer range and priority are pretty big, hammer out of Up B kills hella early already.

If they just made Jr's Up-B unable to be SDI'd out of that would be a pretty big buff to him since it's an actual kill option but becomes muted against good players, unfortunately I have the feeling that Nintendo believes Jr. is a good character where he is so I doubt he will get buffed.

The developers don't play their games they aren't fans of their own work. They're fans of the money they make from these games. Therefore they rarely understand what the fans want. Although to be fair with Smash 4, they did a good job and it's a good overall product.
