After the up air is there really enough hitstun to make them tech? I think they'd get out of hitstun before hitting the ground.

Hmm, somehow I'd forgotten that. I guess using a boost grab is actually just pressing an extra button then.

I think it must be a move with very low base knockback, and good knockback growth. That seems to be the case from my experience, and it would make it so that at low percents it doesn't give enough knockback to allow you to tech.

This is probably pretty well-known among you guys but there is one thing M2's boost grab does that the standing grab does not: A crouching Jigglypuff will be grabbed by a boost grab.
