Read the explanations on the tier list front page, mk was considered when characters were rated for the last tier list. A big part of the reason ICs and Oli are so high is because they can hold their own against mk. ICs position on the tier list is unrelated to mk's soft ban in the community.

Maybe on certain stages (that aren't tourney legal all that often anymore), but I disagree that that's the case in a neutral setting. Oh well, I guess it's a matter of opinion regardless; no point in hashing it out, really. 1 spot? lol PS: Oh snap, mk is banned at this...
