New patch, although it doesn't seem like Roy got any changes. Updated the OP as well.

This might be a placebo, but I'm pretty sure Roy got 1% more hotter in this patch~ Nerfs to some of the high tiers like Cloud, Sheik, and ZSS will indirectly buff all characters. Makes life a little more tolerable for us at the very least. I guess this also means we might see more balance...
