Yes he is. He's awful, actually. BUT, he's just so much fun to use. I don't even play competitively, only casually, and boy is it satisfactory to land that sweetspotted Down B. People feel so defeated and worthless after getting hit with that stuff. Granted, you land it, like, 1 out of 10...
