Likely for the same reasons Sakurai didn't do the same thing to Isabelle (or at least for me); they don't share proportions at all, and some of Mario's abilities (like his forward smash, fireball, F.L.U.D.D., etc.) would look out of place on Toad. Sure, he could replace several of those moves...
