Hitting a standing fox is a good benchmark. Once you can do that try Ness. I'm not sure if any shorter characters can be hit with it.

Marth killer does not work on Sheik because Sheik does not undergo hitlag when hitting you/your shield with upB, so she always grabs the ledge first. (It's considered a projectile, apparently...)
