Melee Custom Skin Pack Guide?

I wanted to know if anybody knew how to make characters have certain skins for moves and clothes. If you do, please link me the files and everything else. (I'm really want a skin for Fox and Falco's Shine)

I'd highly, highly recommend just getting a Wii and installing Homebrew Channel + Nintendont on it, versus going through the hassle of SD Media Launcher. I've used SDML for the Gamecube and it's pretty terrible. Tons of buzzing, longer loading times, freezes quite often, it's not fun.
