Pick Bowser, hold L as you press start, and you fight Mr. Game & Watch as Giga Bowser. Defeat him, and you're placed in the All-Star Rest Area, but cannot use the pad to advance to Stage 2. You can walk on it as much as you like, but nothing will happen.
Interestingly, Wario Man will not exhibit this behavior, and the exit works for him.
