Falco AI glitch/bug

Whenever I fight a cpu falco, and only falco, the AI seems to stay at one level no matter what level I attempt to change it to. I was trying to get better at PM's style but Falco is just being a huge roadblock.

Fox and Falco have improved AI.
The level represents reaction time, not what they do, setting it to 1 gives you more lenience in fighting, they react slower.

This isn't a bug.
