These threads are from people asking very similar questions to you (except more detailed and specific). Since you're not being very specific you should have read them before posting your thread; the advice that people will give you here is going to be pretty much the same as they've given other people in these threads:
http://smashboards.com/threads/tips-for-new-luigi-main.357005/

http://smashboards.com/threads/what-am-i-doing-wrong.361332/

And these are threads containing lists of techniques you should learn with Luigi:

Also, while you should be L-cancelling at every opportunity (since there's no downside to it), you shouldn't be wavedashing in the same way. Wavedashing is actually a pretty large commitment since it gives you 10 frames of lag before you can act (and even excepting that, moving around is not always advantageous). Wavedashing is just a movement tool like any other (walking, dashing, etc.), it just so happens that Luigi's is exceptionally good.

Be sure to be conscious of your spacing and your opponent's actions; don't leave an advantageous position just because you want to wavedash. Besides, if your only method of movement is wavedashing, your opponent has less movement options to anticipate and cover; you need to mix up your movement to keep yourself unpredictable. Watch videos of good Luigis and see how they move (look at Vudujin and Blea Gelo especially, since their respective playstyles place a lot of emphasis on movement).

Since you seem to be new I would say that the techniques you should prioritise leaning to a high level of consistency are: wavedashing, L-cancelling, dash-dancing, and tornado recovery. They're just really important and useful overall since they open up so many options. Touhgh this depends on what you count as a "technique"; you could include short hopping and teching in there, for example. Practice all of these at least enough to be able to perform them in a match, and then try to use them where appropriate (even if you still mess up a lot, don't worry; it will help you improve faster than ignoring their usage in actual matches until later).

Somewhat old thread, buuut, you should either go for a super offensive Luigi, who is aggressive, ledge guarding and recovery are two things you'll need for this. A defensive Luigi is what more people go for, being patient, and waiting for your enemy to strike, I see a defensive Luigi doing really well against Marth, but that's just me.
