Not sure of the exact decimal points for some of these changes, but...

Some changes for Marth:

Fair is now 8% sour, and somewhere between 11-12% sweet, up from 7%/10%.
Bair sweetspot is now somewhere between 12 and 13%, up from 12%.
Nair sweetspot first hit 5%, up from 4%.
Up Air sweetspot 13%, up from 12%.
Dair sweetspot 14%, up from 13%. Dair meteor 15%, up from 14%.

Lucina got changes too:
Fair is now 10-11%, up from 8.5% (!!!)
Bair is now somewhere between 11-12%, up from 9.975%
Nair first hit is now 4-5%, up from 3.345%, second hits is now 8.something %, up from 7.6%
Up air is now 11-12%, up from 9.975%.
Dair is now 12-13%, up from 11.4%. Dair meteor is now 14%.

I haven't checked Marth boards due to the heavy site traffic but the only additional changes (that Nobie didn't mention) I can 100% confirm for Marth are:

Dair: sour 11 > 12%
Dsmash: duration 64 > 52-54, going by comparison's to Melee Marth's frame by frame and using 1/4 (hold L) in training. We'll know the exact number in the data though

Edit:
Nair 1 sour does exactly 3.5% up from 3
Nair 2 tipper exactly 9.5% up from 9
Fair tipper exactly 11.5% up from 10
Bair tipper exactly 12.5% up from 12

Not gonna bother with Lucina since her damage numbers are usually super weird

I have gone through the landing lag values on aerials, damage, basic combos, hit boxes and bugs. Meta Knight appears to be completely unchanged.

So far, it appears that data is beginning to match up to this. There is certainly more that could come but it's a good baseline to work around for now.

Traffic is still certainly high, but rest assured, we will get the correct changes up in a timely manner. As per usual, there's lots of placebo going around that we must be watchful for. Expect damages and the easier things to be confirmed first, and then more specifics will pop up as the full data and changes are unearthed.

This sounds like major placebo because reporting something like this would be seem like wishful thinking. However, I never wished for this type of buff so take it from me lol. I know my character extremely well. A while ago, I did a range analysis on Marth using phantom hits (sparks) and the white dots surrounding Smashville. Here are my findings this time around:

I checked everything and I'm only posting the findings I am most confident in (the most obvious increases):

Ftilt has more range (it now out-ranges Fsmash)
Dtilt has more range
Dsmash has more range Animation change on front hit makes hitboxes look like they go slightly past the sword
Nair has more range on both hits
Fair has more range
Shield Breaker has more range

From my testing, I am fairly certain that all of this was accomplished by simply moving the tipper hitboxes. I can't wait to see exact numbers from game data though!

Some other things I found were these weird acceleration properties with walking backward after Ftilt and walking after landing but this stuff is still in the works.

Marth and Lucina's fairs have increased knockback that can't be explained simply from the slightly improved damage on both attacks.

I tested on Dreamland in training mode against a Mario standing on the right platform with no DI. Dreamland's dimensions seem to be just about the same on Wii U and 3DS.

Marth
Pre-patch Tipper Fair: Kills at 153%
Post-patch Tipper Fair: Kills at 133%

Lucina
Pre-patch Fair: Kills at 189%
Post-patch Fair: Kills at 156%

Conclusion: Marth's Tipper fair kills about 20% earlier, Lucina's fair kills about 33% earlier (but is probably still kind of impractical as a kill move)

There's also possibly a slight knockback increase to up air, but I don't have the numbers.

Can also confirm this, and Toon Link's Bair had its landing lag reduced. That still needs a frame count.

Went through the entire casts' aerial landing lag. Nothing else has changed. Also, no changes to the endlag of any throws.

Like I said, dry patch.

Corrin's frame data. Unfortunately I don't currently have the e-shop credit required to purchase Bayonetta so I don't have her frame data yet but I'll be correcting that soon.

Also updated Roy and Toon Link's frame data with the frame changes from the OP. I'll update Marth's once I double check through his frame data to see how his damage changes affect him on shield.

Additionally, Ike's eruption always did 10 uncharged. Little Mac's up angled Fsmash deals 20/18 now up from 19/17. Bowser Jr's Kart always did 4-7%, while spinout dealt 8-12%. Damage for the kart is dependent on speed. Damage for spinout starts at 12 and is reduced depending on how late you hit.

Frame data for :4bayonetta:

:4marth: :4lucina: :4feroy: Start-up on the first attack of Side-B reduced, from 7 -> 6 (both ground and air). Total frame count reduced from 42 -> 41 on the ground, 32 -> 31 in the air.

:4tlink: Up-B 1 (uncharged) start-up reduced, from 11 -> 9. Total frames reduced, from 82 -> 80. Up-B 1 (full charge) start-up reduced, from 70 -> 68. Total frames reduced, from 141 -> 140. Up-B 3 (uncharged) start-up reduced, from 11 -> 9. Up-B 3 (full charge) start-up reduced, from 70 -> 68. In each case, the minimum charge time was reduced (initial charge animation was sped up), so Toon Link reaches the chargeable frame faster.

:4falco: First hitbox on U-smash now starts one frame earlier in the animation, from frame 8 -> 7. Hitbox now begins with his foot at the floor so it can hit opponents closer to the ground. Animation speed and total frame count unchanged.

I was just double checking your listing. In the data/animcmd/fighter files, you missed Kirby for possible hitbox changes as I believe your list to be a compilation of characters with game.bin and effect.bin changes. I always thought the game.bin to be the only ones with frame, hitbox, damage type information and not the effect.bin files. If this is the case then Kirby, Dark Pit, Sheik and Zelda do not belong on this list. I am relatively new at reading data dumps, so correct me if I am wrong.

If I am correct then the question becomes where are the Sheik hitbox changes coming from? There was no change to Sheik's game.bin or param file only the effect.bin was changed. Maybe a prior patch?

I know this is the 3rd time i've said this, so i apologize, but can someone do some frame counting or something to confirm the changes to roy's sidespecial. I'll be able to post full data dumps in a few hours, but here's Roy's ACMD scripts from both versions. He's got only a single line of code added.

Those would be from data/animcmd/weapon/sheik/fusin/game.bin

You lost me here. I can confirm that charging and casting is exactly the same for both characters, it's just that Kirby's shield comes up sooner on both full charge and partial charge.

So... even in 1.1.3, Kirby had faster Needles? I never tested this in 1.1.3, because I assumed they wouldn't break something that they had already fixed. I know that in 1.11, or some older patch, they were definitely both the same endlag.

So if I'm getting this right...

You would have think this would have been confirmed by now if they were changed. This should be easier to find than the random KBG decrease on Sheik's Vanish.
Can someone enlighten me on this situation and verify. This would be an important change.

For Sheik, I'm getting FAF 54 for fully charged Needles, FAF 54 for an uncharged Needle if you do it outside of the charging state, and FAF 47 if you throw a needle while charging. This is the same as the numbers that I've been getting for the past several patches.

I see no change to Sheik's needles. I can't verify Kirby though as I don't have footage of 1.13 Kirby needles.

What kinda doofus has access to footage of pre-patch Kirby copy abilities?

Kirby throwing needles while charging is 41 FAF in 1.13. Outside of the charging state is 48 FAF. Are they saying it's different post-patch? I don't get what they're trying to confirm.

Typo in the OP: :4tlink: Full Charge spin attack duration should be 141 -> 140, not 70 -> 68. And flying spin attack doesn't have a duration change.

When you get the chance, check Zelda's data if you would. There was a small change and no one knows what it is. All we know is that it's either aesthetic or a minor change.
Sorry it took a bit longer than anticipated to get back to this, but as far as ACMD script goes, zelda only received graphical changes to her final smash.

Little mac's ACMD changes.
  1. U-tilt: hitbox now comes out frame 4 from 5, and is out for 7 frames from 6. Angle was also changed from 0x55 -> 0x58
  2. F-smash (angled up): sweetspot damage 19% - > 20%, Knockback growth reduced from 85 - > 81. Sourspot damage 17% - > 18%, knockback reduced from 85 - > 81
  3. F-smash (standard): Same as above with base knockback for sweetspot and and sourspot increased from 30 -> 31
  4. F-smash (angled down): Both hitboxes damage from 22% -> 24% and knockback growth decreased from 22 - > 21
  5. U-smash (standard): Sweetspot damage increased 20% -> 21%, Knockback growth decreased 80 - > 76, sourspots damage increased 15% -> 16%, knockback growth reduced 100 - > 96
  6. D-smash (standard): All hitboxes damage increased 12% -> 13%, knockback growth decreased 100 -> 94
a few of these are already in the patch notes, but a few aren't so i figured i'd just post all his changes.

One bothersome thing though, the patch notes say there were angle changes to d-smash, uthrow and dthrow, but i don't see these changes in my dumps? Dsmash's angle is still 30 for example.

Falco changes from that file:

Down smash has more kbg: 0x4C -> 0x4E.

Usmash is... interesting. It starts one frame earlier (frame 7, from frame 8), and it seems to now have partial invincibility on a few bones (bones 8 and 9 when it starts hitting, bones 5 and 4 when it moves to the next hitboxes which if I had to guess are basically upper body invincibility adjusted for the way Falco contorts himself while usmashing). The first hit has a shifted position ("X" on a few hitboxes, has more bkb (0x3C -> 0x46) and less kbg (0x19/0x1E -> 0x12), all of this presumably to make it link better into the second hit (there's also a strange unknown function added here that is obviously setting a flag, and the late hitbox for the first hit is in a somewhat different X position too). The main hit (the second hit) has similar positional changes to the first hits but strictly improved knockback. kbg 0x62 -> 0x68 and bkb 0x1E -> 0x1F. Then after the hitboxes finish hitting that same unknown function is called to remove whatever flag it originally set.

The unknown function for usmash is unk_853CD75E. After this post, I'll go digging, but if anyone else already knows what it does, that would be great. It seems like it's probably something of mechanical consequence.

Those are the only two Falco changes in his moveset file.

Woahhh, captain gots a lot of stuff changed here

Wait, Ike's forward air already had amazing range and in some cases the hitbox seemed to extend slightly past his sword.

Y=10.5 > Y=12 would mean another 1.5 units shifted at max range. That's huge.

This attack has come a long way. In 1.0.0 the hitbox was 4.5 in size and its max range was 9.5 units.
My dump's XYZ values may be reversed , so ZYX instead of XYZ. Im not 100% sure though, i havn't gotten a chance to test in game.

EDIT: erp, false alarm? i think they just added a new eventlist to the ACMD file which shifted everything

Okay yea cap's only change is setting a variable during his final smash, nothing else. Sorry bout that.

Yea from what dant's said it seems that they're action script. But that most of the actual logic of moves is also in them as well. I wouldn't expect a whole lot of changes to have happened to them over time if at all.

Also here's Boozer. I fixed the XYZ offsets labels by the way, so this one should be correct

Going through Bowser...

Side-B 1 has a larger grabbox and is horizontally a little further out from Bowser's body. A similar change was made for the aerial version, and there are no changes to either custom.

Uthrow kbg 0x9B -> 0xB4. Do remember that since kbg is multiplied by damage in formulas and that Bowser's final hit of uthrow only does 2% damage that this change isn't as big as it seems.

Dash attack damage 10% (early) / 8% (late) -> 12% (early) / 10% (late).

It looks like that's it for script changes to Bowser.
