Export settings

So I just got done making a video, and I'm having a hard time figuring out how to export my vid with the quality and size that I want, but I really dont know anything about what the export settings should be set at. What are good export settings, as far as picture width and height; Frames per Second, Keyframe interval, buffer size, and averaege video bit rate. Basically, all I want is quality and good size without it being a huge file.

320x240 30FPS, 200-500 bitrate, 1-10 keyframe intervals.

Don't forget about audio, its the main reason newer people have such big file sizes on their vids. Don't go above 56 kb/s 32khz. Experiment around with these settings, you'll get a preset that you like.
