Could you do a Up-B mixed in with a wavedash with Pikachu? Would this count as a super wavedash like samus?

You can't, because after doing the up-b, you have lag if you land on the ground, and have the "recovery lag" when you can't do anything after the up-b if you end in the air. So no, you can't.
