Sometimes when I use the cape and my opponent and I are on the ground he turns and falls on his back, instead of just turning. It just happens every now and then. Is there like a sweet spot or does it depend on there percentage?

Using the cape makes the opponet fall on specfic actions. When the enemy is grabbing, if you cape him during the animation, the enemy will fall which sets up an easy smash to hit. Also if you cape while the enemy is doing its attack from the ledge, the same thing will happen.

Can you give an example of what moves the enemy is doing to make them fall with the cape?

I know that if you cape Fox or Falco during their forward-B, it will knock them down right in front of you.

yea, when they are grabbing, and also out of fox and falco's Forward-B. When they r over like 80% they might not be able to recover from that.
If they try to sweetspot the edge with an illusion, you can cape into a fsmash pretty easy.
