Does Kirby have the best vertical recovery in SSBM Yes and NO

I think Kirby has the best vertical reccovery in the game with his 5 jumps and Final cutter. But I wan't to be sure. So does Kirby have the best vertical recovery in SSBM or does someone else like Fox.
