Where would a single IC be on the tier list?

I think he should be above pichu and under mewtwo in the bottom.

Even pichu is better than a single iceclimber... they can't get back except like over B and can't do much.

The reason ive climbers are good is since you can un-sync their attacks, or do things like grab and hit with one while the other smashes, and do completely killer combos.

NEVAR UNDERESTIMATE a single IC! Even alone this bugger can be hurtful. I think he'd be the bottom of low tier tho :( right about where bowzer is but definitely above mewtwo and pichu

When you have two IC's you are a huge threat. Grabs, wavesmashes, aerials, neutral-b, and de-syncs make them difficult to handle. One IC becomes one-dimensional. Wavesmashes and b-air. That's about it. It's a pretty deadly it, but not that hard to counter. So.. yeah, bottom of lower tier.

A single IC recovery isnt very good, but in all honesty it isnt that bad. It has about the same distance as DK's and Bowsers, but you can't grab the edge from it. You lose the Up-B, and you can no longer do grab combos. IC grab sucks unless you have a fast faller, and even then you wont be able to chain a Smash after about 70%, which is the killing percentage. I'd say one IC is about Pika level.

You can definately grab the edge after the over b with popo. Just make sure he is done spinning. And hit b fast.
If your opponent can read you at all, you are dead with one IC. If you can freak them out, you're good. I guess that's pretty much the same as any other character, but one IC is more predictable than most, so capitalize on that. Defensive wavedashing is your buddy. Make sure you can do any distance wavedash that you want. When they don't know if you are going to go 2.5 inches back or .2 inches back, you're golden. I think that one IC is ok only because of his wavedash. You can do combos on people still to some extent especially if they are fast fallers. I love fox vs ICs.
So yeah just popo would go probably above pichu and below mewtwo. Mewtwo is so underrated. Just nana would be last. The most satisfying way to deal a little extra damage is with nana when you are dead though.
