would it be wise to just edgegaurd normally or to make an attempt to jump out cape someone and jump back on?

If by "edgeguarding normally" you mean ledge-hopped ABAs, then yes, edgeguard normally. Jumping out after a character and using the Cape tends to be risky, b/c if you happen to screw up, you stand a rather large chance of being edgehogged yourself, especially when you consider that the Cape has no vertical recovery like Mario's, and Doc's recovery is terrible in general.
Since most people tend to sweetspot the ledge anyways, you might as well just stand near the ledge and use the Cape there, if you're not feeling up to ledge-hopped ABAs. Caping from the ledge seems to be more effective in general vs jumping off the stage to Cape.
The only time jumping out after a character w/the Cape might be useful is vs. Fox's up-b, where the closer you get to him, the less room he has to direct the firefox, and the more likely he'll be reflected. . .but otherwise, normal edgeguarding is the better choice.

yea, its pretty much useless since i only really face shiek the most. All my friends use shiek while i use fox and Marios. I face the occasional marth and it feels good to jump out and cape them but i get slashed in the face some of the times. But if i can ever pull it off it just feels so good.

I find the best to jump off the stage with a back air then land on the edge. If he is getting back, I drop drop down jump and another bair. if he mannages to get to the platform I roll/come up (depends on distance) and either grab or fsmash, soemtimes dsmash.

i constantly chase, if theyre in my reach of bairing them, i harras them, thats how you get the kill, if your not aggressive they get back on and they can be offensive again. just dont take any stupid risks, dont chase them super low on the stage, dont chase someone that can still attack and kill you. However, if theyre simply recovering, make it as difficult a process for them as you can. if theyre coming from below either edgehog, cape, or even dsmash.
