They are both equal in my book. Pika for tough matches and pichu for demoralizing people and putting falcon in his place.

I would agree with that, but Pikachu doesn't have goggles.

You can't be better than Pichu and not have goggles.

Well, pika originally started as Pichu (as in came down from Greatness and Perfection), and has some potential. But as to refer to Pika being better, that is determined by the matches.
