In SSB, it would depend on the player...

Tier-wise, Falco.

Prefrence-wise, Link

Sheer knowledge of both of their games, and assuming they could use anything/everything from their games. Link. Even if Falco tries to shoot Link down with his arwing or even run him over in the tank, Link has one unbeatable combination that Noone yet in any videogame has managed to trump:
Cheatau Romani (from majora's mask) + Staff or Byrna (LttP) + any other magic attack spells, such as Thunder, Quake, Ether, or Bombos.

The chateau romani gives Link infinite Magic (until he travels back in time and reverses the effects), the Staff of Byrna consumes magic to make link invincible (infinite magic, infinite time for invincibility), and the spells are just an easy way to hit Falco no matter where he is or what he is piloting.

lol. I don't think thats the kind of answer he was looking for, Exenwyr. I totally agree, though. Link's Mirror Shield would pwn Falco's lasers. A shame they didn't put THAT into ssbm. heh.
