The center of Puff's body must be overlapping a part of your opponent's body when you hit down + B.
As an interesting sidenote you can both wavedash and dash into a Rest.

what are some ways all ya jiggles players get rest pulled off in a match?

on fast fallers you can uthrow to rest, works quite well.
I also have a question though, can you roll into somebody and rest them? or just dash and WD?

I think you can only roll into rest someone (if their standing still) when he is standing against a wall... I guess WD and dash(with cancel) would work but it's honestly rather useless (or a VERY advanced mind game :P)

If your extremely good with rest you can hit it, i saw a match of Azens marth vs Andens jigglypuff, Azen missed a wavedash(he jumped and airdodged in place right on the ground) and Anden just WDed under him and rested him
you have to be very careful about it though, lots of people will try and set up a rest, which is possible, but many times if you try you will miss it, you really just have to wait for your opponent to slip up and punish their mistake
maybe if you shield marths f-smash, you can cancel the sheild with a WD into a rest, stuff like that

you don't have to be good to pull such things off... I'm every serious jiggles player lands a rest once in a while because of such a combo -_-'

So... I really shouldn't go for this move unless i know i can get it off... I will just stick to the hit and run kinda jiggles playing then...

that's what you do in tournaments... try to grab every opportunity for rest when your playing for fun to practice it ;)
