I have been playing alot with peach lately, and whenever there is a time for me to use a smash attack, I will use either downsmash or upsmash, rarely over smash.
I have found that upsmash and downsmash are much better options, since there are better for KOing.
Is there a use for the over smash?

Well, since Peach is my #1 character I know a few things about her. Basically the >A Smash sucks for most occasions and I don't suggest the use of it (Useless like >B). However, I do find that the Frying Pan can be helpful to start a series of juggles. This ground based move helps Peach get into the air which is arguably where she better performs.
So in conclusion, >A sucks except for the Frying Pan, cause Peach juggling pwns you.

Eh. You can mix in the fsmash every now and then as a counterattack of sorts. Dash backward and pivot into the fsmash... It's a lot like wding back into a counterattack, but with Peach, this is a lot faster. Of course, pivoting back into a dsmash works just as well...

Way better...
I find the only time I use the Fsmash is dtilt > Fsmash on FF's and edgeguarding, seeing as I havent learned how to use her dsmash for edgeguarding correctly just yet. =\
But yea, Zoot is right, fsmash is pretty much useless.
My 2 cents. ^_^

I only use it if an opponent is planning to air me, or a follow up to a low percentage throw, but for No.2, Dsmash is better.
It isn't too great a move, but can be used.

It's great for baiting in people to attack you. People think that you have a lot of recovery after the over smash, but in reality, Peach has very little recovery from the move and thus can dodge/roll/counter/shieldgrab/jump attack/float attack, all depending, of course, on your opponent's speed. It's also great for edgeguarding, especially if you get the tennis racket.

Why are people saying that dsmash is a better option to fsmash? They both have two different functions and one shouldn't be the replacement of another.
Fsmash can hit above and in front of peach's face, most people know that peach's head area is the safest place to attack as to not get down smashed. So you can use fsmash to knock people out of the air while staying grounded, this is an effective counterattack to non-rangy aerial attacks like falcon's knee (timing is essential though) Also, it is safer than meeting an aerial attack with your aerial attack because you risk getting hit as well, whereas with a well spaced and timed fsmash can leave you perfectly safe.
Also if you read in Ryoko's peach vs sheik thread, the way peach brings her waist back before she attacks makes for an exceptional counterattack for the daring (or well spaced). If sheik attempts to do dash grab and peach forward smashes at the right time, sheik will grab where peach's waist was, and then immediately counter attack with a fsmash.. If this fsmash is the frying pan.. bring on the combos!
This also works with a lot of moves, ive seen Ryoko do it to Mario's fsmash (bending back so the fireball hits where her waist was) with success.
Also, Frying pan is an awesome combo starter, i don't need to go into that
Tennis racket is a very mean edge guarder especially to marth/roy and space animals
Golf club is a mean edge guarder as well and is the best weapon against aerial attacks so release the attack early if peach brings out the golf club, you could tipper the enemy and get a KO even.
So yeah, fsmash isn't useless

What Quetz was referring to. :p (http://www.ceres-station.com/ryoko/fsmashdemo.htm)
The leanback isn't insane like that of Yoshi's fsmash, but still quite useful. It works exceptionally well against slower characters like Mario, Peach, Luigi etc. Attacks with narrow hitboxes such as Mario's fsmash and Sheik's grab suffer greatly from the leanback of Peach's fsmash. Just watch your fsmashes on people like Fox and Falcon, and Sheik too, for that matter..
Quetz is also right about the hitbox of fsmash. It hits people in that awkward above and over you spot quite nicely.

True that in most cases, the >+smash is not the best for KO'ing an opponent; but, it's great FUN! I get this crazy satisfaction from hitting my brother with Peach's frying pan. The sound and appearance gets me in stitches.:chuckle:
The fsmash, just like many of her other attacks, have, as someone said in the hub, deformed hitboxes. They can hit people/thjings behind them, a bit under them (aerials), coming towards them from behind, etc. However, they're very slow and have long recoveries and can't be used to KO.
But they're good for edgeguarding for extra damage.
