I've noticed a couple of players using falco's shine at the right moment as a way of stopping momentum, and then jump out of the shine and phantasm back. I was wondering if this strategy has actually been shown to work, and if so, what's the right time to activate the shine to stop the momentum from a hit/smash etc. ?
It helps a little. You can shine as soon as you can jump, so it can really only help if you do it correctly because you can jump straight out of shine.
*Edit: perhaps my wording wasn't clear. I meant to say that it can't hurt you, but can really only benefit you. If you time it right of course.

Doesn't it also help sometimes by stopping momentum in general? Especially when horizontal movement towards the abyss is not desired..

yeah it does. When you shine you just stop basically and start gonig down. If you do that then you shine which stop the momentum then jump. While if you jump right away the momentum still pulling you back and you won't jsut as far as you usally would. I think that's right.

I always do this because I find that you reduce your suicides, because you have to use your second jump before you forward b instead of accidentaly(sp) forward b without second jump and dying.
